Learn from two experts on how best to prepare and respond to government information technology, including understanding: (a) the legal status of public organizations; (b) relevant laws, directives, MOUs and policies; (c) the contractual framework and the fairness obligation; (d) typical issues, and problem provisions with technology contracting and how to avoid them; and (e) remedies.

Paul Emanuelli, Managing Director, The Procurement Office,is an internationally known author and procurement lawyer with an extensive track record of public speaking, publishing and training. He has extensive experience on major procurement projects with an emphasis on information technology transactions. He is the Program Director of Osgoode Professional Development’s Certificate in Public Procurement Law and Practice and the author of multiple publications, including the leading textbook Government Procurement (Lexis Nexis-Butterworths, 3rd ed. 2012). Accelerating the Tendering Cycle (2012), The Laws of Precision Drafting: A Handbook for Tenders and RFPs (2009)and the National Tendering Law Update.

Michelle Schachtschneider, Counsel, Crown Law Office - Civil, Ministry of the Attorney General (Ontario) has been with the Ontario Government for over eight years, in a procurement practice that focuses on information technology transactions. Prior to that, Michelle enjoyed a corporate/commercial in-house practice in the information technology field.Michelle has been a regular lecturer at Osgoode Hall Law School’s procurement conferences, for which she authored Negotiating Technology Tenders, a paper focusing on improving effectiveness in technology contracting in the public sector.
