The Health Professions and Occupations Act (HPOA) came into effect on April 1, 2026, and reshapes how health professions are regulated in BC. Among the many evolutions in professional regulation since 2018, this legislative change has directly affected the most regulators and regulated professionals, and its impact will be felt across the whole landscape of professional regulation and beyond.
Understanding the many changes that have come with the new Act is essential for lawyers working with health regulators or regulated health professionals. For lawyers working more broadly in professional regulation, governance, or administrative law, understanding these changes is also extremely valuable.
Jeremy Miller and Carolyn Janusz of Goodwin Law cover the licensees' perspective with an overview of the most material changes for licensees, including but not limited to licensing, standards, discipline, and publication. Andrew Gay, KC, of Gudmundseth Mickelson LLP will share the regulator’s perspective with a discussion on HPOA objectives, governance reform, investigations and discipline.
