Bill 13: Opening the Doré to Judicial Review of the Interpretation and Application of the Charter

Bill 13, otherwise known as the Regulated Professions Neutrality Act, is poised to become the new framework for governing professions in Alberta. Bill 13 will not only greatly impact the ability of regulators to moderate speech and mandate types of education, but it also has the potential to completely change the availability of judicial review to members of professions. In this meeting, we will review the building blocks of Bill 13, consider the history of attempts to balance speech and discipline of regulated professionals, and assess the impact of Bill 13 on judicial reviews.
