
Making Sense of the Incomprehensible: Gaza Special Measures and Study Visas for Palestinian Students

The presenters will analyze the Gaza Special Measures program and also the status of efforts to obtain study visas by Palestinian students who have been approved for programs at Canadian universities but have faced extensive, hard-to-comprehend delays, both from a Canadian and international law perspective. They will analyze the AA v Minister of Immigration decision of the Federal Ct and its flaws. They will analyze events subsequent to the decision and what these reveal about the nature of the flaws in the programs and measures. International comparisons will be made. Palestinians have been and remain a significant refugee population.
