ABOUT THE SPEAKER

The Honourable Chief Justice Leonard Marchand
Chief Justice Marchand was appointed to the Supreme Court of British Columbia in 2017 and elevated to the Court of Appeal for British Columbia in 2021. Prior to his appointment to the Supreme Court, he served as a judge of the Provincial Court of British Columbia from 2013 to 2017. Before joining the bench, Chief Justice Marchand spent nearly two decades practising law at Fulton & Company LLP in Kamloops, where his work focused on the liability of public authorities and included appearances before all levels of court in British Columbia, as well as numerous administrative tribunals.

Throughout his career, Chief Justice Marchand has been deeply committed to advancing reconciliation for Indigenous Peoples. He played a key role in pursuing civil claims on behalf of residential school Survivors and was a negotiator and signatory to the 2005 Indian Residential Schools Settlement Agreement. He later contributed to national reconciliation efforts through his service on the Oversight Committee for the Independent Assessment Process and the Selection Committee for the Truth and Reconciliation Commission.

Chief Justice Marchand is Syilx and a member of the Okanagan Indian Band. Raised in Kamloops, he earned a Bachelor of Applied Science in Chemical Engineering from the University of British Columbia in 1986 and worked in the oil industry before attending the University of Victoria’s Faculty of Law, graduating in 1994.
