ABOUT THE SPEAKERS

Darrell Le Houillier has been Chair of the Environmental Appeal Board, Forest Appeals Commission, and Energy Resource Appeal Tribunal since 2019. Before then, he was a member of those appeal bodies, a member of the Civil Resolution Tribunal, and a Vice Chair of the Workers’ Compensation Appeal Tribunal. Before then, he worked in administrative law for the Ministry of Labour, providing legal services to injured workers and their dependents, including in high-complexity and high-sensitivity matters, as a Worker’s Advisor.
Darrell holds a law degree (LL.B.) from the University of British Columbia, with a specialized certificate (DART) in natural resource and environmental law. He also holds a degree in Geological (Environmental) Engineering from Queen’s University in Kingston, Ontario.
Darrell lives in Vancouver, British Columbia with his wife and two school-aged children. He volunteers with the British Columbia Council of Administrative Tribunals (BCCAT), the Canadian Council of Administrative Tribunals (CCAT), and other local bodies in his neighbourhood.

Emily Drown is an active member of the administrative law community. She is presently Chair of British Columbia’s Employment and Assistance Appeal Tribunal, having been appointed to the position in 2018. Prior to this appointment, Emily was Chair of the Safety Standards Appeal Board from 2013 to 2018 and served as the Board’s Vice-Chair from 2008 to 2013. Emily is a non-practicing member of the Law Society of British Columbia and was called to the Bar of British Columbia in 2005. Prior to moving to non-practicing status in 2021, Emily maintained a professional law practice on Vancouver Island with a focus on civil litigation and family law. Emily is Chair of the BC Circle of Chairs, a past president of the British Columbia Council of Administrative Tribunals, a director of the Canadian Council of Administrative Tribunals, and an active member of Access to Justice BC.

Nancy Singh has worked for the British Columbia public service for over 25 years. With an academic background in health policy and comparative government from McGill University, she has served the ministries of Labour, Advanced Education, Transportation, Office of Housing and Construction Standards, Health and Finance in various capacities, beginning as a research officer, and later as a manager and director on a number of cross-government policy, legislation and program development projects. Nancy has extensive experience in stakeholder and partner relations, as well as public sector performance management and budgeting acquired during her time with Treasury Board Staff. She enjoys bringing together people from different fields and life experiences to “think and do things differently” in the public policy realm, and always with the aim to collaboratively improve governance and services for British Columbians..

Renee Miller was appointed as a vice chair of WCAT in May 2010. Previously she was a member of the Appeal and Refugee Divisions of the Immigration and Refugee Board of Canada and a vice chair of WCAT. Ms. Miller obtained her J.D./LL.B. from Osgoode Hall Law School in 1989 and has been a member of the bar since 1991. Her prior work involved private practice in the areas of criminal and immigration law, as well as work with the Law Society of B.C. and the Continuing Legal Education Society.
ABOUT THE MODERATOR

Dimple Kainth is the Chair of the CBABC’s Equality, Diversity and Inclusion (EDI) Committee. She is the founder of Satya Law and Sayva Consulting, and is a lawyer, mediator, and investigator. Dimple’s legal practice focuses on professional regulatory law and employment law. She defends lawyers in Law Society investigations, provides lawyers and law firms with proactive regulatory and ethical advice aimed at reducing the risk of regulatory intervention, and advises lawyers and law firms on a variety of employment law issues.
Through Sayva Consulting, Dimple offers a range of consulting services to lawyers and law firms, including education, coaching, and resources designed to support the development of sustainable legal practices and healthy workplace systems. She also provides EDI consulting, culture assessments, and training to law firms and other employers on a variety of regulatory, cultural, and workplace matters.
