Overview of the Canada-Alberta MOU and Its Impacts on Canadian Energy Projects

Presented by the CBA Alberta Natural Resources (South) Section 

The Canada-Alberta Memorandum of Understanding (“MOU”), signed on November 27, 2025, marks an important milestone aimed at advancing Canada’s ambition to become a global energy superpower while advancing net-zero carbon emission commitments. This presentation will provide an overview of the MOU's purpose and scope, including its central objectives to increase oil and gas production, expand electrical generation capacity, streamline regulatory approvals, and foster Indigenous participation in major resource development. The presentation will also provide an update on the status of key commitments made under the MOU and the approaching deadlines, including the April 1, 2026 deadline for a carbon pricing equivalency agreement, a methane equivalency agreement, and a trilateral MOU with Pathways partner companies.

The presenters will discuss the significant implications for Alberta's power market, including Canada's commitment to suspend the Clean Electricity Regulations, recognize Alberta’s TIER program as the primary industrial carbon pricing mechanism, and support data center development through new provincial policy frameworks. Additionally, the presentation will address the proposed bitumen pipeline to Asia and the Pathways carbon capture project – on which the pipeline is contingent – and discuss the resulting implications for energy sector clients, Indigenous stakeholders, and regulatory practitioners across Western Canada.
