Environmental Compliance Approvals, under section 9 of the Environmental Protection Act, now incorporate noise and vibration as integral elements of all air emission applications and approvals. The submission for noise is not part of the filing of an Emission Summary and Dispersion Modelling (ESDM) report under O.Reg. 419/05. Rather, the MOE’s Noise Screening Process requires an independent noise study which measures total noise emissions to the nearest Point of Reception (POR), which may not be the same as the ESDM Point of Impingement. A more detailed Acoustic Assessment Report may be required and noise and/or vibration impacts above acceptable criteria will necessitate implementation of control measures.
