The OBA Public Sector Lawyers’ Section was pleased to host an informative luncheon seminar on accountability in the public sector. More particularly, Mary Dawson, the federal Ethics Commissioner, will guide us through the complexities of the federal conflict of interest regime for public office holders.
Ms. Dawson will provide a brief overview of the federal accountability regimes and guide us through her role of administering the Conflict of Interest Act for public officials and the Conflict of Interest Code for Members of the House of Commons. She will discuss how her office oversees these two regimes by providing confidential advice to public office holders and elected MPs about how to comply with the Act and Code, reviewing their confidential reports with respect to assets, liabilities and activities, making information available, investigating possible contraventions and reporting to Parliament. Ms. Dawson will provide us with some insight into the role of counsel and the challenges of ensuring procedural fairness in private investigations that lead to public reports.
